As a nonprofit, APIB provides funding for, publishes within an open exchange,
and presents evidence-based, balanced, peer-reviewed, independent-author
research and recommendations that help people in the buildings industry
understand when their individual actions, in concert with others, negatively
impact the public and how reasonable changes in their approach can improve

Ray Meyer, PE
Mr. Meyer has over 50 years of experience in geotechnical engineering and construction materials testing,
including forensic investigations and testifying as an expert witness. He has a B.S. in Civil Engineering and a
M.S. in Civil/Geotechnical Engineering.
Vicki Oppenheim
Ms. Oppenheim has over 30 years of experience in urban planning, policy analysis and economic analysis and
has worked for governmental entities such as the City of Dallas. She has a B.A. in Cities, a M.S. in Urban
Planning, a M.S. in Geography, and a M.S. in Economics.
Yue Li
Ms. Li has worked in a Special Investigation Unit for the State of California and has worked in the
pharmaceutical, hospitality, and wellness industries. She has a B.S. in Business Administration and a M.S. in
Business Administration.
